BACKGROUND In April 1965 an organisation called Jammu Kashmir Plebiscite Front (JKPF) was formed in Azad Kashmir and most of the senior members of KIC were elected its central office- bearers. The Plebiscite Front demanded unfettered right of self-determination including right to complete independence of the whole of Jammu Kashmir State. In August 1965 some enthusiastic members of JKPF, after its central body refused to include armed freedom struggle in its manifesto, formed an underground organisation namely Jammu Kashmir National Liberation Front (JKNLF or only NLF) that aimed at ‘struggling through all possible methods including armed freedom struggle to achieve for the people of Jammu Kashmir State a position in which they determine their future as sole masters of their homeland. JKNLF was later made armed wing of JKPF. JKPF had also been established in England by some people from Azad Kashmir who were working there. On May 29, 1977 the JKPF of England decided to change its name and its constitution. It was re-named as Jammu Kashmir Liberation Front (JKLF) and its manifesto included demand for complete independence of the State. JKLF was established in continental Europe, USA and the Meddle East by 1981 in Azad Kashmir and Pakistan in 1982 and Gilgit Baltistan and Indian occupied Kashmir in 1987. Mr Amanullah Khan the present Supreme Head and former Chairman of JKLF is the only person who played quite important roles in formation, working and development of all these four organisations which have a common ideology but were formed in different names in different circumstances....... OUR IDEOLOGY The ideology of JKLF can be summed up in the following sentences. (i) That Kashmir Issue in not a territorial dispute between India and Pakistan but concerns the unfettered right of self-determination of the people of Jammu Kashmir State spread over an area of about 222000 sq-kilometers (84741 Sq. miles) (ii) Jammu Kashmir State or any part of it is not a constitutional or integral part of India, Pakistan or any other country. (iii) Only and only the nationals of Jammu Kashmir State are entitled to determine the future of their motherland. (iv) In the opinion of JKLF the best solution of Kashmir Issue is to re-unite the divided Jammu Kashmir and make it a fully independent State with a democratic, federal and secular system of government and having friendly relations with both India and Pakistan. This will be subject to wishes and aspirations of the people of the State expressed through a referendum to be held under international auspices, 15 years after re-unification and independence of the State (as detailed in our Roadmap).

Women have been playing important roles, directly or indirectly in liberation movements. Kashmiri Women have also done so though not to the standard of the women of Algeria, Palestine, Vietnam and Ireland etc. For a number of years JKLF’s Women Wing called Khawateen Markaz (Ladies Centre) in Srinagar was quite active. In Azad Kashmir a strong ladies wing was active since 1988 headed by Begum Raja Muzaffar. Lady member of JKLF participated in our rallies protest demarcations, public meeting. About 200 of them walked with men from Muzaffarabad i.e. about 45 kilo meters right up to Chanari during JKLF march towards LoC on Feb. 12, 1992. Our Girls wing in AJK University was also quite active. But during last about 6 years some of our active members went abroad, some got married and some became inactive with the result that our Women Wing has become quite inactive. The ladies and girls who were quite active in the past included Mrs. Raja Muzaffar, Nadia Ashraf, Tahira Peerzada, Rubuia Bashir, Rukhsana Wani, Farhat Badar, Sabira Sultana, Azra Yaqoob, Yasmeen, Ayesha Gul, Zarqa Mir, Shahida Butt, Rabia Suleria, Shakela Wani, Binat Sattar Mujahid, Azra Butt, Khalida Bhatti, Nighat Shams, Mrs Hayat Lone, Mrs A.A. Kanth, Mrs Shirin Taj, Mrs Kh. Fateh Mohd. Razia Butt, Baji Shamim, Rabia Muzaffar, Safia Rafiqee, Farakh Shiekh. G.A. Butts wives and daughters. Nadia Ghani, Shazia Nazki, Rehana Kanwal, Shazia Ashraf. Mrs. Dr Farooq’s and Mrs. Amanullah Khans indirect services to the movement and the party are most valuable. Mussarat Nosheen of Mirpur filed nomination papers for election to Azad Kashmir Assembly but her papers were rejected because she had declared that she was working for complete independence and not for accession to Pakistan of her motherland as required under election law.
(a) Zones and Foreign Branches:- Besides the Central Organisation JKLF has four zonal organisations namely Azad Kashmir, Gilgit Baltistan Zone (This Zonal organisation was disbanded in 2003 and given under the control of Centre through the Chief Organiser) Indian Occupied Kashmir Zone, UK Zone and Europe Zone and branches in the United States, Saudi Arabia, UAE and Hong Kong which are under direct control of Central Organisation. (b) The Central Organisation:- The Central Organisation comprises 16 office bearers i.e. (1) The Supreme Head, (This office was created by Central Executive Committee in its meeting of December 17, 2006 and Mr Amanullah Khan, former chairman who had resigned from his office was elected unanimously as the Supreme Head) (2) The Chairman (3) Senior Vice Chairmen, (Presidents of Zonal organisations are also Vice Chairmen) Secretary General, Additional Secretary General, (Gen. (c) Three Important Houses:- Three most important houses of JKLF are (1) The Cabinet (Office bearers) (2) its Central Executive Committee (CEC) (3) Policy Planning Committee (PPC). The 32 member CEC includes 16central office bearers and 16 members elected by the General Council. Those living outside Azad Kashmir and Pakistan are exempted from physical presence in meeting. They can do it through telephone and email. CEC has the highest executive authority and its new decisions become part of the Constitution. It must meet at least once in three months. The office bearers called the cabinet is supposed to be in continuous session and are collectively responsible for implementation of the decisions of CEC. The Policy Planning Committee (PPC) comprises a president, a Secretary, the Senior Vice Chairman, the Secretary General and heads of political, diplomatic, organizational, Finance, Armed and Publicity Wings (Committee). It is a sort of think tank and evolves policies about important matters concerning the freedom movement, the ideology etc and recommends it to the CEC which considers the recommendations and puts them into practice if approved or in amended form. The CEC fills the vacancies in central organisations, hears appeals against decision of the organisation of lower level, amends constitutions etc. The Committees, i.e. the Political, Diplomatic Organizational, Armed, Finance and Publicity Committee work in their own fields to enhance the cause of the freedom movement, the ideology and the organisation.
